But then again I guess the rules are a bit more lax in the States.

OSHA violations can run into the hundreds of thousands of dollar fine range, per day, per violation. Safety is big in the states.

I have taken the OSHA 10 and OSHA 40 classes for my job as a Union Carpenter. I have seen accidents that could have been prevented. I have been in accidents (close calls luckily) that could have been prevented. It really is crazy how something so small and insignificant can become deadly/cause maiming when people arent working safe or the proper safety measures arent used.

part of the problem is that there is no way to secure yourself in lots of these situations.

only possibility is a secured ladder and being able to move the safety catch as you go up, but what about when you are unhooked you are insecure.

In these situations, you have 2 lanyards, you unhook one, attach it to the new tie on point, then, and only then, you are allowed to unhook the second lanyard, and attach it to the new point. If you think you are saving the company money by not doing it in that order, or are just lazy, your check will be printed by the time you get back on the earth. So long! I have heard of men being laid off for taking the hard hat off to scratch their scalp.

Just going by what was in the video in the OP meaning that they allowed the tower workers to make the decision to free climb. Under more strict set of laws that kind of choice wouldn't even be left to the tower workers to make but they would all be forced to use all safety measures all the time.

But I'm sure this varies in the States from one job to another.

I've seen work place accidents too. Especially sad when it happens to a new, young worker who hasn't been properly instructed to the safety measures in a particular work place.
