FNV has plenty of quest mods. Most GTA mods I've noted were gameplay mods, occasionally a few were extra mission mods.

I´m assuming you´re talking about GTAV, which I never played (the only one I´ve played was vice city) and it doesn´t exactly has quests since it isn´t a rpg anyaway, besides, quests mods are bit more complicated since they need triggers and other things (I am asssuming, I´m not a modder btw).

Well true. I guess it boils down to gameplay and fun vs story and theme.

All of the new games (even 98% of indie games) have driven me to the point where I'm now playing just Dwarf Fortress's adventure mode instead and having a blast killing stuff and talking with pre-generated but meaningful npcs. Stuff I do in Dwarf Fortress actually MATTER somewhat as npcs react to my character and I can interact with them in-depth, be it talking, stating my values or getting info about a location or a creature and then have an in-depth violent combat with my foes.
Point is, I finally found a game where to pour my rage and hatred as I can wipe out entire human civilizations with my modded-in creature if I so desire because I am beyond sick of cripple-A gaming industry crapping out games that never satisfy my needs properly or at all and majority of the indie games are not for me and if they are, they are still so fucking unfinished or half-arsed in some areas.
And you know what I am most sick of in majority of games?: Never having the option to play as something truly alien. It's always human this or human that and what really boils my blood is how women are always these thin supermodels with thick legs and wide waists but males are the only ones getting a proper Space Marine treatment.. what the actual fuck!?!
Can I play as a super mutant in any of the Fallouts besides FO:T? Can I play as any of the monster races like a minotaur or a gnoll in Forgotten Realms' PC games? Can I play as a Ceph in Crysis 1-3? Can I play as a Krogan in Mass Effect 1-3 singleplayer story? Can I play as a (insert alien or a monster) in (insert game where you're stuck playing as a human or some Star Trek variation of a human)? What? NO???
Yeah, that's one of my problems right fucking there.
At the very least in Dwarf Fortress I can create any alien creature or a monster I want and slaughter everything horribly to pour out my frustrations.
