First time out of the vault
can anyone tell me if there is a merchant that sells BOOKS!(repair) i am looking for repair books......because evidentially the power armor quest in the brotherhood (repairing the armor on the desk after gettin the item from michael) my 70 repair skill isn't high enough....now what? how do i get it higher at this stage??

By investing points in it, and by using tools.
 
... just keep clicking repair to do the random skill checks again and again. Anything over 60 is more then enough.
