Anyway to force NCR hit squads to appear?

I have a slight problem with my current playthrough.

Prior to reaching the strip and getting my rep reset, I had no problem in encountering hit squads, but after the reset they seem to no longer appear.

I have negative rep and I'm a declared terrorist, and yet still no hit squad. Is there a console command or something to trigger them?
 
Same here, had the "sneering punk" rep (hit squads but could till interact with normal NCR without them shooting me on sight), then did the Nelson quest for NCR just for shits'n'giggles. "NCR fame gained, Legion infamy gained", and no more hit squads.

Shot a whole bunch of NCR after that and had the rep go down to "merciful thug" or whatever that is, but still no hit squads. If talked with Ambadassor Crocker, the hit squad ranger will appear just inside the Embassy and start talking about "brass putting them back on their leash", just like she normally would if they were active.

Btw I've found a single hit squad member ONCE in one of the areas where they tend to spawn (between Grub'n'Gulp and Followers Outpost). The male ranger in cowboy outfit, showed up as a red tick on compass and was just standing around, attacked upon seeing me.
 
Are you wearing faction armor by chance? Hit squads won't come if you are wearing a faction's armor. At least that's what I have noticed in my travels.

No, I was wiering Daniel’s armor. Earlier in the game, I got an NCR hit squad to come to me and give me a three day warning. I also met some legionary assassins. And then, they stopped coming. I completed Honest Hearts and Lonesome Road, and destroyed both bases. I also used a fair amount of cheats.
 
I have a similar problem with my current playthrough, but with Legion hit squads. I did all the DLCs early on as usual, and bombed both the Long 15 and Dry Wells at the end of Lonesome Road. I returned to the Mojave and was Vilified with both the NCR and Legion. I got hit squads from only the NCR so far and boosted my rep with them to Merciful Thug by doing some of their quests incognito. I'm still Vilified by the Legion but have still had none of their hit squads come after me. I have NOT entered the Strip yet. I've popped some Legionaries, even after killing the NCR garrison at HELIOS (went back to kill the Legionaries who took over, including Fantastic), but still haven't seen any hit squads of theirs show up. Even when doing the unmarked quest to retrieve Ranger Morales's corpse, I never got a Legion hit squad. I expected them to show up in the usual spot, and I did this quest with a NCR disguise on. Apart from the above quests, I don't use faction armor. Dafuq?
