Best rifle for the Wasteland?

Well that is true. Usually I'd just prefer to use rifles. I have a preference for it. I think if anyone were to carry a battle rifle like the HCAR they'd have to be pretty damn strong. Strength of 9.

In the wasteland, a rifle like the hcar would be a luxury (and a bit impractical) compared with a more mundane firearm like the sten gun.

Or compared to one like an M4 or an ACR. Yeah a gun like this is practical maybe as a small LMG. But as an efficient battle rifle? Cut the weight to 8lbs and change full auto to maybe a 3 round burst.
 
sounds like it. The only concern for many on this thread and maybe even me is range and accuracy and power.

Those concerns only matter if the enemy(?) is better equipped. In a ravaged wasteland raiders and other scum would usually only have mediocre weaponry, their firearms would be badly maintained due to a lack of basic education.
 
If we're talking about real world weapons, I'd take a FAL or AK variant, provided I can get enough ammo & spare parts for them.
If I were in the Core Region in FO1/2, I'd take a Colt Rangemaster or AK-112 if I'm going to travel along trading routes. Sure, both are not as powerful as other higher-tiers long arms, but their ammo is easier to get and they're somewhat common, which means I can buy spare parts for them easier in case of repair/maintenance. Plus, they're decent enough for fending off raiders and normal mutant creatures. Don't care too much about encountering Deathclaws, because I probably get ripped to shreds before I can even unload a full mag of 5mm AP on it. :P

Well true that. But depending on your profession in the wasteland. As a mercenary, bounty hunter soldier, or some independent agent. You're not always going to encounter folks with mediocre weaponry or those who don't have the right know how on how to use them or maintain them. If we're talking other mercenaries, talon company (if they expanded west), NCR troopers, Regulators (the bad kind), Legionaries, or brotherhood folk then I think they'll be the best equipped factions and damn good weaponry will be needed. In some cases a battle rifle would be needed. But on full auto? Nah, that'd be a hell of a lot less accurate. I might have to go with an ACR in 6.8x43 SPC AP for easier maintaining on full auto or in a burst fire.

NCR troopers wouldn´t be automatically hostile to a mecenary or bounty soldier, they would just be suspicous of a civilian walking around in their base while heavly armed. A brotherhood member would just scoff at someone pointing an assault rifle (at least while in power armor). A legionary obvious would be dangerous, but the basic legionary only has a machete and throwing spears.

Also, 6.8x43 SPC AP? Where the hell would anyone would find that kind of ammo in the wasteland?

That's just assuming that Remington or the company that manufactures the ammo produced a hell of a lot before the war or the NCR adopts it as their caliber for their standard issue rifles. I would prefer a .27 caliber rifle round like that compared to an enlarged .22 like the 5.56x45mm.
 
I know its a shotgun, but an AA-12 would be perfect. The AA-12 can use different types of 3" 12-gauge ammunition such as buckshot and slugs. It can also use high-explosive rounds. It has very low recoil. It is fully automatic, but only fires 300 rounds per minute, so you can fire 1 round at a time. It is fed from either a 8 shell box magazine, or a 20 or 32 shell drum magazine.
The Battle Rifle from GRA is also very good, .308 round, think its based off an M1 Garand
