It is a forum meme. Basically you write something along the lines of.
"twenty american soldiers dead by friendly fire" in the headline and then post the youtube link. With some text saying "so this is the world police that will protect the world" And then you get the rickroll in the face. Ofcourse you go "WTF?!"
The WTF factor is very high. It is very old now, but some years back it haunted all forums, I think it was a bannable offence on this forum.
Eventually it has spread alot. As this one:

Eventually it has caused some really fun stuff. For example it caused this to happen to MTV and their disgusting music awards, and basically showed that the MTV music awards are not worth more than the heat they are able to generate when you burn them.
