Bethesda did not play-test Fallout 4

But saying it sometimes I can do things and not test it because I know how it will work or can use the render window.
False. You have no guarantee anything will work and every aspect and every angle needs to be tested.

- What type of rig will be used?
- Can low enders use it?
- Will it look like crap for high enders?
- Will render issues happen if the settings are too low?
- Is the navmesh understood by the actors?
- Can they navigate?
- What if you have forced followers from a quest?
- How many NPCs can function perfectly?
- What if they are on low settings?
- What if they have script intensive mods?
- What if the dialogue doesn't fire?
- What if havok doesn't apply due to cell limitations?
- Is there collision issues?
- What if I want to do it like this?
- What happens when I do the whole thing with this weapon?
- Can I kill this person?
- How tough are they?
- What level am I?
- Does this effect the vanilla game in any way?
- What if I play as a pacifist?

There is testing, then there is focus testing, then there is break testing, flow testing, play-style testing, etc.
