Can you pass time in game other than traveling?

I just got the game today and I've been playing for about 2 hours now (loving it btw ) and I notice there is a day and night cycle but when I enter a town or outpost the time of day always stays the same. I want to go into a supply store but I cant because it isn't business hours in-game, the same goes for renting a hotel room. Is there a wait option like Morrowind or Oblivion or am I forced to move travel out of towns to pass time?

Open your PipBoy using the button or the P-key, there's a clock icon you can use to rest.
