Cant get sheriff recommendation to get into Westin's ranch

Im confused, I seem to remember that all you need to do is talk to the sheriff, say you are looking for honest work, then you can get the recommendation to get into Westin's ranch. But when I talk to the sheriff, he simply says two things : stockman's guards and president tandi's specialist. He never mentions working for Westin at all, and Westin's gate guard only gives me the option to say "I want to chat with Mr Westin". All the walkthroughs ive found says that you only need to talk to the sheriff to get the recommendation.

I looked in Karl's dialogue file and i dont see any mention of him recommending you to talk to westin. Whats going on?

Edit : Woops, got confused, im supposed to talk to dumont south of the city entrance, but he just looks like a regular cop so hes easy to miss. I was talking to karl in the police station by mistake.
