Its named WRLD0001.frm and can be found in intrface folder.
Probably some unused concept, maybe not bad idea add to game such location? To build it may be used tiles and walls from arcaves (Arroyo temple)
 
Probably an early sketch of the Enclave? Personally, i don't see anywhere this could fit into the Fallout world as we know it.
 
That is a medieval castle.

If you honestly believe the existence of this frame has anything to do with Fallout's locations, you should go and revoke your forum membership now and never look back.

It's a medieval castle on a mountain. FANTASY. If you even CONSIDER that it may relate to Fallout, you should be killed.
 
Besides that being fantasy, the game is located in California. California. Which means NO MEDIEVAL CASTLES (or old-and-in-the-middle-of-nowhere-temples, really).

I know that image from somewhere, though. Probably some old game I once played.

And besides California, has America any castle build in medieval?
We got them maaaany in Europe.

I wonder why they put such images into game files. Maybe joke?

Maybe they were going to change it at one point or something and hid its self into the files.

A medieval, spooky castle as a post-apocalyptic and American wasteland location? Nah, I don't think this was in any way meant for the Abby. Besides that, how do you think it was going to be used in the engine in any case?

I'd go with Silencer's suggestion that it's a leftover from an early build of the engine when they may have thought of using it for a medieval RPG, since that tech demo was just a demonstration and exploration of a hex-based isometric engine.

:!: Ah, you mean the old tech demo in Fallout 1 cd, that makes more sense.
