Cazadors or Deathclaws?

Thirded. The Legion(/NCR) hit squads were a nice surprise for awhile, but even they only hit you at certain pre-determined points. Unless you use fast travel as little as possible, you know exactly where they're going to hit you and which direction they're going to be coming from every time after a few playthroughs.
 
Two words: Compliance Regulator

With at least good critical chance, swarms of cazadores and deathclaws drop quickly. Big MT cazadores (which have more health than their Mojave counterparts)? No problem. Paralyzed Specimen-73 and killed it with the holorifle. The frustration many experience with cazadores due to their vicious speed can also easily be countered by aiming for the wings. Cripple them, and they can only crawl at a much slower pace toward you on the ground, at which point you can even outrun them.

It's still foolhardy to tackle them at low levels, so one's frustration is well-deserved if they try that. Patience, and you will have the adequate skills to tackle them with little trouble.
 
That is, assuming you can actually hit them. The way they skitter around like a big blue hedgehog, how they zerg rush... VATS hardly works too, given how much more inaccurate it is in FNV. I mean, get a well placed shot and you win, but I've never been able to take on more than a couple without a HE or hive missile. The Compliance Regulator may have it's high rate of fire and ammo cap. going for it, but the Cazadores' speed makes using it quite difficult to keep them in check against more than 6. If their poison hits any companions, they're effectively done for. The Courier doesn't have a high chance of survival either and DT doesn't do much good.

Personally, I've never been able to tackle a swarm of them until about level 35, but that's just me, and I suck at shooters.
 
couple sticks of dynamite and a 357 revolver, get onto a hill where they can't go up the landscape and they're really easy pickings. It frustrates me a little that Bethesda hasn't made a flying enemy since Morrowind. A little strategy and there isn't anything in the game you can't take out early on.
 
Cazadores don't fly either, they're navigated through the ground-placed navmeshes. That's why they're susceptible to land mines.
 
I would have to say that cazadores are worse than the deathclaws. Deathclaws are deadly, but you can counter them before they become a problem. Cazadores are fast and a sniper has trouble hitting them in the first place (trust me, I tried to hit them with a sniper build).
 
Cazadores are the worst. Deathclaws as dangerous as thet are, have a charm about them since they were with the series since the beginning. Cazadores are just a pain in the ass though, you can't even shoot them in the head with VATS most of the time because of that stupid glitch that occurs.
