As for the rads in ocean water: We hear that the Enclave is a sealed unit from President Richardson, but a report can be accessed from the computer terminal that states the existence of massive contamination of the bay by coolant released from the Enclave nuclear reactor. So I guess that depicting some mutations of the sea creatures would be judicious.
Also, I'd expect that the radiated water from the land would spill into the ocean, further worsening the contamination.
