First time out of the vault
If i start with a strength of 6 and then use the weapon handling perk what weapons will i still not be able to use later in the game?
Also if i whack sneak up to a pretty high level will i still have enough points to tag small gun /big gun/ throwing and energy weapons bearing in mind my main chr will be reading all the books in the game

None. The Browning M2 has the highest ST requirement (it requires a ST of 9). Since Weapon Handling gives you a +3 to your ST for the purposes of ST checks when trying to wield weaponry, you'll be able to fire everything you can find, loot or buy. Ain't that just swell?

You can only tag 3 skills, or 4 skills IF you take the Tag! perk.
But it's possible to boost all the skills you mention to a sufficiently high level nonetheless.
Tag Sneak, Small Guns and Throwing to begin with. Take the Tag! perk once you reach level 12 and tag either Big Guns or Energy Weapons. I'd pick Energy Weapons if I were you. I find them much more efficient in the long run.

If thats the case i probably wont need a strength of 9 if i wont be using big guns whats the max strength needed for the best energy gun?
 
Weapon handling is a wasted perk. Just give your character a buffout if you really need extra str. Plus eventually you'll get power armor with +3/+4 to str. Don't abandon heavy weapons just yet my friend. In terms of most effective weapons...
1. Browning M2 (depleted uraniam ammo)
2. Guass minigun
3. Browning M2 (regular ammo)
4. Sunbeam Gattling Laser

You're not gonna get too much 2mmEC or depleted uranium ammo (most I've ever been able to scrounge was 226 before the last mission w/out a dupe cheat). In terms of damage and range the browning outclasses the Gattling Laser against everything but bot's with the tight nuts trait. Anyrate the sunbeam gattling laser is the best energy weapons, at least in terms of damage, and it shares the highest str reqs for energy weapons at 6. So you don't need that much str to wield it.

Just some personal advice/meddling, don't spread your main guy too thin skill wise. I wouldn't put too many points into sneak-eventually your armor is gonna cripple your sneak skill. Likewise small guns-a big gunner would need no more than 100%, if you're SG/EW then 150% SG. I also wouldn't advise tagging throwing on a guy with less than 8 str-else they just won't lob that far unless you sink multiple perks into heave ho! Also, having both BG and EW tagged isn't that wise imho. BG (the correct ones anyways) are imo as or more effective vs the bots than EW are, plus they are available earlier. Tagging SG BG EW and sneak or throwing would spread your skill points far too thin, even with 10 int and 3 ranks of educated.

i,me kind off looking for a sneaking character
that can get in behind the defenses and use a rocket launcher but also have a good close up weapon when things get rough.
my only concern is that everyone says you need energy weapons later in the game ,maybe a really good shotgun with emp shells for just the one character ,but would the ammo last? I use the gifted perk with high intelligence (9) but like to keep my stats quite realistic (ie no 2's 0r 3's). Also is it wise to take fast shot when your'e gonna use a launcher .
 
Ya you will accumulate enough electric shells for the shotgun to keep 1 person supplied with them, providing you use burst very very sparingly. And solid slug shotgun ammo is modestly effective vs the bots.

Hmm, fast shot when using rocket launcher...I'd vote yeah-it does enough exlposive damage to kill most bots in 1 to 2 hits so you really don't need to be hoping for criticals on aimed shots. Also, one thing you definitely don't want to use rocket launcher except at long range-sneaking up behind some enemy with the rocket launcher is kinda suicidal.

Everyone may say you need energy weapons late in the game but heavy weapons are just as effective and usually more so-at least the browning m2, rocket launcher, gauss minigun (for all of the 20 shots you could get with it), and vindicator mingun (with good criticals/a vodoo) are much better than single shot energy weapons. browning and guass are better than the gattling laser, and rocket and vindicator aren't horribly below it. Also, the pancor jackhammer (shotgun) with solid slug or electric shells, the guass rifle, and the 40mm grenade launcher are small guns that are effective against robots. You don't have to use energy weapons against robots at all, but they are definitely a good (though not the best) choice.

Also, just be aware that equipping power armor is gonna send your sneak skill to hell (-75% IIRC). Personally I've never been a big fan of sneaking-mainly just a waste of time imho, especially when even in Quincy (the best mission for sneaking in the game) you can do virtually every bit as good just by quick but careful and planned actions. But if you wanna be a sneaker thats up to you.

chose gifted and fast shot with high agility
gives my character 3 shots per turn with a shotgun or rifle also good perception so ime pretty good at ranged shots too.
Endurance is the only low one at 4 but i can build that up later i think with a special encounter .
