Civilian Vs Military and Energy weapons in general

This is actually a really good theory. Similar to how gauss weapons were more advanced outside the US (then again, I don't think we ever saw any gauss weapons made in the US. My assumption is that if the US was using German made weapons, they were probably more advanced)? Unfortunately we'll probably never know, as the lore doesn't really specify.

It was the Gauss rifle that made me think about the plasma weaponry also being more advanced outside of the USA, also it makes sense since the European countries seemed to have been involved in more wars or the threat of war than the USA was before the Chinese invaded Anchorage, so it would make sense some European countries were investing in new and more powerful weaponry to try and keep themselves from being conquered by their neighbours.

EDIT: Also the USA seemed to have a lot of Laser weapons and research but only prototypes or the heavy plasma weapons. I think they could have been focusing on Lasers before and only starting to dig into Plasma research right before the bombs.

Your ideas got me thinking.

I know people here don't like fallout 3 generally but their is a tangential relationship here too in the assault rifle. The way its portrayed ingame is basically an HK33, which is a rifle produced by another german manufacturer. Their could perhaps be some link between the prewar US armory and germany small arms corporations. Maybe their could of been some arms exchange between the Germans and Americans when everything started to go to shit for the EC, explaining the R91 in the capital wasteland as some sort of small arms stop gap.

Getting back on it, it seems like the suggestion here intentional or otherwise is that maybe the US lagged behind the EC in weaponized plasma technology. I really wish we had some more concrete information over what happened between the EC and Arab countries in the resource wars. IDK a fallout in another country wouldn't really work but more information on the state of the world, up until the great war at least, would be awesome.
