Combat in fallout 2 lagging badly

I have only the resto project patch installed. everything seems to work great except that in combat everything freezes during the enemies turn and it takes forever to catch up. I dont see any of the moves or damage done to me until all have gone and its my turn. even on very small combat encounters it does this.
what settings can I alter to fix this
?
