Conspiracy? (Fallout 2/Tactics SPOILERS)

Ok, first off, Hi, i'm new here.

Secondly, on to my point.
To anyone whose beaten Fallout 2, you know that the president says that the Vaults where more like test subjects, some only had males, some opened after 6 months..The Water Chip......you know what I mean.
Now, I just beat Tactics...gave my brain and all, etc etc for the Calculator. Then the thought comes to me..
All the other Vaults were tests mainly...Each designed todo something disasterous. But, Vault 0...perhaps the Calculator was another test? it was to go bad...?

Ya i just got my files unpacked for tactics myself and ive played before but did the good guy stuff but was told there are 4 ending to it so thats the only reason i want to see how it all goes down playing a bad guy. Just figured id say hello.

Hmm...you know that actually makes sense. Every Vault had a problem, and Vault 0's was the Calculator. Wow, a connection between Tactics and Fallout 2...who would've thought?

I don't think so because Vault 0 was supposed to be the main vault and all of the other ones slave vaults (so to speak). All of the really important people were in Vault 0, so they would be the ones that dreamed up the experiments on other vaults. We would they experiment with themselves? Also, the only reason the calculator went bad was budget cuts wasn't it? Not sure about that one, but I think that's why.

Perhaps they saw Vault 0 as the ultimate fail-safe originally - with all the brightest minds locked within theoretically if something went wrong it wouldn't take long to get fixed.
