Could the settlement of San Francisco in Fallout 2 have been written better?

The experiment could literally be testing the validity of Dianetics on improving the psychology of the population, since it was originally marketed as popular psychology/self-help. It'd be like in our real world making a vault based around testing homeopathy or some other weird trend.

I don't think you necessarily have to explain where the Hubologists come from though. They can just be there, especially since it's 2242. For all we know they could have migrated from the Boneyard or Sac-Town

The Hubologists coming from a vault would’ve made soooo much sense. I’m going to go write a revised history of the Hubologists for no reason
 
I feel like it'd be in- character for Scientologists to have their own private vault. Some absolutely massive and gaudy thing for their top members.
 
But tbh, I think having the vagrants, CoTC, Shi, BoS and Hubologists would be a good idea. San Francisco was super rushed, so much so it seemed....weirdly devoid of life.
 
I initially assumed that the Hubbologists were actually from the Hub - makes some degree of sense: an up and coming capitalistic town, a lot of tribals coming to make their fortune end up down-and-out. Out of that proto-capitalism, and perhaps with a smattering of texts tucked in a corner of the Boneyard Library, a new religion is founded.
