Dialogue scrolling with mouse wheel?

I seem to recall being able to scroll around the dialogue when the amount of text exceeds the available dialogue box(when your cursor becomes up/down arrow if you place it at the dialogue box) with mouse wheel. With the recent Sfall and RPU, however, I couldn't able to do so, as scrolling the mouse wheel will only make the description log(bottom left corner) to go up and down instead.

Was it never like this, or am I failing to find a corresponding option in Sfall?

It's never like what you said for the dialogue box.

I think it was back when scroll wheel was used to just simulate what the arrow key up/down would do, which still does for all I know, but why not for dialogue box?

Really bothers me, even though it shouldn't...

EDIT: Nevermind. Turns out I need to place my cursor at the part where my responses are at to be able to use scroll wheel for dialogue. Problem solved.
