Divine Favour Perk

I just got the DIvine Favour Perk for my main character, and it seems to have raised his Charisma from 9 to 10, is that all that it does? Or is there something else that comes along with it?

Here we go:

Divine Favor CH < 7 1 I have heard MANY good things about this one. Gives you a perk 1 level earlier, so every 2 levels for normals, 3 for ghouls, etc. ----2.5----

I also think it raises your highest score by 1, not just charisma.

For some reason it didn't raise my AGI from 10-11. Is it because I was at the race max already? I was slightly disappointed. Although the 50% more perks is incredibly satisfying!
