Does charisma actually affect NPC reactions?

Charisma modifies your speech and barter skills, and in Fallout 2, high charisma increases your party limit. But are there actual checks against charisma? Like, if my speech and barter skills were high enough (and I didn't care about my party limit) would it even matter if I had 1 charisma?

There are a couple of specific charisma checks, for example when talking to Lynette, dating Phyllis, or trying to get married. There are probably some others.
