Does fallout engine support unicode/wide characters?

I'm getting toward the end of making a modding tool for Fallout/Fallout 2, and I'm discovering there are a couple of technical aspects I don't know very well.
I know Fallout/Fallout 2 were/are incredibly popular in Russia, and I've seen the game played in russian text on russian speaking streams (also Warlockracy :P), so I think there must be some sort of support for unicode characters or something similar.

Does anybody know if the game engine supports filenames in unicode russian (or other wide character formats)?
Or is it just some of the text files?
Or did they encode the russian version's text in some other way?
 
No, the engine only uses system's ASCII encoding. That's why Russian version has its own fonts for Cyrillic characters.
Guess nowadays people forget how things were before Unicode becomes widely available/supported.
 
ah ok, they just swapped out the fonts? lol that sounds much easier than what I'm having to deal with :P
