Does the NCR have a Navy or Air Force?

I dream a hybrid game like Men of War/Call to Arms for Fallout, with vehicles and fps/top down mode. Vehicles are not just added, but being made so that they are closer to 1:1 scale.
I would love to see that. It'd be WWI esque with railroad railway artillery firing off at the legion.
 
It would make sense to use boats to transport goods to settlements along the coastline, as that would be cheaper and probably safer than land caravans. And this would likely lead to piracy, which might necessitate a small navy to escort merchant ships.

The only issue with this is that, for some reason, there seem to be hardly any coastal settlements in the NCR. The only ones we know of are LA and SF. Perhaps there’s a reason that they avoid the ocean.
Radioactive megasharks?! Nah probably raider piracy at the high seas. I would love to see a Fallout game take to the ocean in island hopping between settlements and having to watch the waters for raider pirates and hostile oceanic wildlife. And maybe investigating old broken ships only to see theyve become homes for feral ghouls after their crews went stir crazy or they were around port settlements rendered uninhabitable by nuclear torpedoes. Probably the aforementioned Megasharks.

I am still think of what the doctrine of each factions (NCR, Legion, BoS, House/Yesman Courier).

NCR would undoubtly closer to American in both Coh1 and Coh2 games, but minus the artillery.
Whole base upgrades are to increase the supply lines capability, which mean in game is boosting your income. And increased pop size and unlocking Enclave and prewar equipment as the ultimate reward

Legion is obvious closer to Soviet both in Eastern Front mod of CoH1 and Vanilla Soviet in CoH2. They have low upkeep and utilized subversive tactics. The Soviet are too rich in both games in term of strategy being used beyond the standard Zerg Rush tactic, including but not limited to urban combat specialization, breakthrough with heavy units, and booby traps.

Coh2 is such a great game, I still play it on and off; got it a decade ago.

Aww man i love COH. Both of the games. They gave me so many fun times back in high school. my favorite thing was just loading uo COH while i was supposed to be studying french. Which i still learned (vaguely) but yes. We should get a Fallout game like COH. On a big scale
