Have Black Widow Perk & Speech 75
Wenn try a speech check only have 21% chance.
Haven't a Black Widow speech option.

Paying 200 is the Black Widow option?
 
No, paying 200 is just a bribe.

I have no idea, dude, sounds like a bug. Black Widow should show up and be clearly be marked as "black widow"
