Electronic Lockpick Location

So, I need an electronic lockpick to get into the bunker underneath the Toxic Caves, does anyone know where I can find one? Or if there are other ways of getting into the TC?
 
San Francisco may-or-may-not have one in the equipment store.
Navarro definitely has one in a shelf

If you got the Restoration Project installed, I believe there's one in the EPA as well, but don't quote me on that. I just know that place (as well as Sierra Army Depot) is full of high techy goodies, which very well might include electronic lockpicks as well.

Needless to say, if you are in your early game, and all you got is a leather jacket and a 10mm pistol, you probably shouldn't try to brave across the most dangerous wastes just yet... best advice is to just keep TC in mind, and remember it when you do eventually find an electronic lockpick.

Your best bet is that fridge hidden in Eldridge's basement (Reno) early in the game. Not as much dangerous as traveling to SF!

You're right Zegh, the EPA does have one and they sometimes spawn in the merchants in Frisco. I am playing with the RP though, not sure in vanilla, I forgot my vanilla play through it was a long time ago and galaxy far far away.
