First time out of the vault
Instead of writing a essay i'll just try to be to the point.
If the new common wealth system went in place in 1969 it makes me believe the enclave was a "brown shirt" like organization that was started after WW2. with the idea of preserving American society when the vietnam war happened, and America wasn't supporting the war effort, the enclave stepped, the 60s morale was lowering in the USA all around, drugs were becoming a big thing, porn, rebelling, and other things that a right winger would see as the degradation of society. The enclave came in, got rid of those things or attempted to. censored new music, kept society in a post ww2 way of thinking, sure, new things came around and new music was made, but any new generas as we know it was underground, main stream new music sounded a lot friendlier, like what we hear in the fallout games or things like Billy Holly ect.
The enclave probably took on a nearly NAZI or STASI type role in American society. But maybe quantified it to be agreeable enough, to the common person in American, maybe they were just liberal enough to support things like womens sufferage or civic rights, but conservative enough to believe in civic nationalism and anti degeneracy and pro-war, anti hippie.
That being said, i think Nixon was still president hell, i learned that even REAGEN is canon in fallout.
but i think MacArthur got a presidental term, or something, or even with the Enclave, Nixon got his dream of nuking the ho chi min trail. and winning the Vietnam war, after that we saw a more isolationist America, with much of the world fearing the US using it's nuclear arsenal again. The Western world probably became more centered on America as a cultural epicenter as the east pulled away even harder. We know the USSR didn't dissolve. Maybe there was a "two worlds peace agreement" that agreed to have communism continue to exist in places as long as it didn't disturb the sleeping giant of the west. Vietnam probably became a country nearly like the US, similar to how we see it in the watchmen universe.
This in turn, seeing as how the US/the enclave got the US citizens to support their own oppression and support war efforts, was a basis for the invention of vault tech and it's human experiments. After a nearly 100 year peace agreement and a liberation approach to corporations and "freedom" (for the rich) things get shaky, the treaty is broken and you get the global resource war.
