Fallout Tactics mod Equilibrium (2.2)

• Install Fallout Tactics 1.27.
• Install Unofficial Patch Plus (optional).
• Install this mod.
  - Launch game from the mod shortcut.

I want to give this mod a try but haven't found the Unofficial Patch Plus and installed over my fresh 1.27 steam game.
Am I missing out on some bugfixes or what makes this optional?

And is this mod more balanced towards CTB, individual/squad TB?

I don't think I ever heard about the Patch plus elsewhere. The way I see it, you should be able to install the mod from 1.27 easily. All mods I know use this, and sometimes above it FT Improver, which doesn't appear to be needed here.
