HoI III is based roughly around EU III's engine. The concepts are relatively the same. HoI is much more short term, however.

One thing I realize from reading the Paradox EUIII forum is that Divine Wind may not be the last expansion for the game. I'm going to wait until I know they're done for good and buy the entire EUIII set in a package.
