I don't know the answer. But with LK 8, PE 7 and 33% Outdoorsman I get random encounters quite often (though not too often). Generally it's OK. In about 85 days I also got three special encounters (Giant footprint, Brahmin and Alien Spaceship).
You can avoid encounters only in Fallout 2, right?
Though I think that Outdoorsman is supposed to decrease the chance of getting "bad" encounters.
