Fallout 2 getting stuck

As I start playing fallout 2 I go around having fun doing some quests but after a while (I reached vault city on my recent save), I have no idea where to go or what to do to continue my progress. + I have a lot of problems battling with enemies and always lack money and supplies. I never know what to do next.
 
Intelligence 9 luck 2 Perception 6 I think and others are mostly 5

I have small guns lockpick and steal tagged

If thats what you're asking me
 
Ehh. You destroyed off Slavers in Den? Or joined to them? All pre-VC quests are completed? (klamath, den, modoc?)
I dont see the problem really. You can do everything in Broken Hills (almost no fights at all), almost everything in New Reno (a lot of small quests) or even few small quests in NCR.
