Fallout 2 Killapp's RP Problem

I am having a problem with the end game boss fight with Frank. I cannot use the computer in the foyer, and I have never touched it. I have the Presidential access key, but I do not get the option to log in with it and turn the turrets against Frank. I manage to kill Frank, but the turrets get me each and every time before I can kill all of them. I have 7 INT and 28% science skill. Could it be that my science skill is so low that I unable to use the computer?
 
Odd. Per Jorner's guide mentions:

There's a computer terminal around which you need IN 6 to operate, or IN 4 plus Sneak above 70% (don't ask me why).

So your stats should do the job, your Science skill doesn't seem to matter. I do seem to remember that the way to Counter Insurgency isn't as straightforward as some of the other computer menus in the game; I've had some difficulties getting things done correctly the first time as well. I think that's what Per's referring to in his guide:

You can reach the Access Key options no matter your Science skill, as long as you have the Intelligence to use the computer. If you don't get the option to log on, just choose "Help", "Yes" and "Back to log on" and you'll have the option to log on using the Presidential Access Key.

If that didn't help, you could still give this a try, I reckon:

In case your character is too dumb to access the terminal, or if you didn't get the Presidential Access Key, there's still a way to make this battle easier. It has to be done prior to disabling the reactor, though. You can take out the turrets by firing a few shots, then retreating through the door to the dock or behind the wall by the staircase. When you come back in again, the turrets won't be hostile, so shoot them some more. Repeat until they're all gone. Beating Horrigan in single combat with a good weapon like the Bozar shouldn't be at all impossible. Another reason to do this could be if you want to fight Horrigan "fairly", without the turrets helping either side.

Okay, forget what I just said. You're using Killap's RP, I forgot about that. Apparently you need a red keycard + the Presidential Key to activate Counter Insurgency in the RP:

1. Set off the nuke on the Presidential level.

You must have the Presidential Access Key and the red keycard from a scientist on the reactor level (the one with the Enclave soldier right next to him). When you have both keys, use the control panel next to the bomb.

* WARNING: There doesn't seem to be a way to successfully set the bomb, it always blows up in 5 seconds. Save your game before you mess with the nuke!

No, the Red Reactor Keycard is only for activating the nuke, not Counter Insurgency mode.
The terminal in both UP/RP requires IN 6 or IN 4 + 70% Science to operate. In up-changelog.txt:
• Corrected issues with the computer terminal at the entrance.
...
*The terminal no longer incorrectly checks your sneak skill when it should have been your science skill
