Thanks for answering. Your advice didn't help, unfortunately (and I know why - my bad, I'm using DX11 anyway), however, I was able to finally get the program running by changing the number of colours in the f2_res.ini to 16-bit manually.
Though after starting the game the above value did reset itself to 8-bit. In the f2_res. ini too. Weird. The game still works anyway.
Maybe it can help someone having the same problem.

Anyone having issues downlad directx web setup and it will install missing files from older versions like directx 9 since they are not all there in directx 11 - HIGHLY RECOMMENDED even if you don't expirience problems
Edit ddraw.ini in Fallout folder and find "BackgroundKeyboard=0" and set it to 1 and if that doesn't do it change "BackgroundMouse=0" to 1 too. This will certeanly fix failure to initialize input devices error.
After changing these in ddraw.ini you might encounter some memory read error which you will fix by downloading directx as explained above.
Do not install Fallout in Program Files if you are running Windows Vista/7 as this creates problems with UAC. Install in custom folder like C:\Fallout 2\
What's with the fallout.exe icon appearing as a photograph of a bearded head with glasses? The small icon is the normal Vault Boy icon, but the larger version of the icon that is called when I create a shortcut on my desktop is someone who looks like Newman from Seinfeld.
I never saw that before; is it something that was done in the RP2.0?
(FWIW, I'm running Windows 7 x64, whereas my prior play-throughs of Fallout were under WinXP and, presumably, Win98).

I make a fresh install of FO2, (run it and it plays fine), install the RP, run, watch the intro videos (sometimes in the right colour but occasionally with graphical errors) and get this error.
Now I first installed FO2 to a different directory, no dice. I install the latest version of DirectX, that didn't fix it. I install in the normal directory: c:\programs files\black isle ... but this didn't solve the problem.
Does anyone have any suggestions?
(should be noted that my fresh install is only to v1.01 of FO2 or the like; I try to run the official patcher but it says its not compatible with a 64bit system :S. However, on installing the RP it updates to v1.20 no problem (for however brief i can see the menu screen)
Try downloading directx in a way noted above. That fixed my error that was very similar to yours.
