Fallout 2 runs at a low FPS on new computer Windows 10

I have a new computer that's low end but is still 3 times more powerful than my last computer which was able to run Fallout 2 perfectly fine for the most part or so, but my new personal computer, a model 270-p033w, is not able to run it at a high FPS without launching into the classic mode on Steam.

I've experienced this problem before with Fallout Tactics. It's likely the same problem, so I'll give you a few steps.
1:Try running the program in compatibility mode for Windows 95/98/XP
2:If that doesn't work, you'll probably have to stick to classic mode, which is what I did for tactics.
3:If you REALLY hate classic mode (understandable) then I'm sorry to say, but you're probably shit out of luck. You'll either have to downgrade to Windows 8.1 or run Fallout 2 in a VM.
