Hey, how good do you think this character would be?

I plan to use mentats to increase the charisma later in the game for companions, and perks for the strength

looks like almost every default start to me. although I'd rather put charisma to an even number and slightly reduce agility, especially if you plan to play RP and put spare point to int.
if it your fisrt playthrough you wilol find that stats pretty powerful for most part of the game, mainly mid-late

Check nerd commando guides on youtube(its comprehensive). As for me I would put 5 str(more stuff you can carry, with small frame I would even put more to str). Its usually min req for most of the weapons. Also do not forget that for eye-shooting the game mechanic has it's own crit check and only after that the luck check works(also you can obtain +3 luck during the game). Perception (imho) should be better if you like small weapons\sniping. I dont see why put charisma so high, you need only 4 points to have 2 companions (its max as I remember). Endurance is to high for me(last time I played with 4 and it was more than enough). Also I suggest to play with weapon mod (breaking weapons and armor) and rp mode. Also I would take doctor\steal intead of speech (doctor skill to have free exp+healing at the begining)

what do you think about the changes i made? I usually prefer using the desert eagle or a similar handgun, a shotgun, and plasma rifle, at least thats what i used in fallout 1

Its min str 6 for plasma rifle and you can get it in the middle of the game near new reno (much ealier than a power armor). Your stats is ok, but I would prefer 9 per, 7 str and 4 char(its all you need to have 2 companions). If you play with mods where ammo and stimpacks have a weight its more comfortable to have more str.
 
Well, these are my stats for a melee/unarmed female. I wanted to her to be tough but also persuasive in dialogue. You could probably swap out melee for small guns and it wouldn't make much of a difference.

Points to luck is pure waste, in fact, you can probably sacrifice a point from it, like Riven suggests

You can increase luck by upto 2 points during the game.

I also, personally, feel like Agility 10 is overkill, but this is where personal taste comes in. It's about how you want to roleplay, mainly, which is probably something you should decide - and then take that into account.
Some players will highly recommend maxing out Agility, so, it's entirely subjective and dependent on prefered style.

For example, I almost always play with fast-shot, menaing I need even less maxed out Agility, while others find this prospect almost inconcievable
