Fallout 2- stealing in armor (spoilers)

Can't find a definite answer to this, so... does armor, or armor type, have an effect on one's pickpocketing chance? I went to SF first for the advanced power armor, and before heading to Navarro, had an easy time stealing from the Chinatown shopkeepers at 78% steal. Once I got back with 90% steal and the armor, it seemed more likely to fail. Now I'm at 100% and it still flubs more often than it did before I got the armor. But pre-armor was a small sample size, so I figured I would ask rather than assume anything. (It could just be that going sticky-fingers when I'm seven feet tall looks insane.)

Also, on the wiki, it says slip someone some booze before stealing to lower their perception... really? I mean, it obviously shatters believability to buy stuff from a trader, steal the money out of his pocket, then use it to buy more stuff, but for someone to randomly say, "Hey, look, I have Rot Gut I didn't know about, I'll drink it immediately," seems even more bizarre.

Okay. But do you know what's really, really, really bizarre about the game?
All the other stuff, man. Like plasma guns and brainbots and glowing ghouls.
Now that's the sort of stuff that really shatters believability.
