Fallout 2 (Trilogy) random encounters

I have Fallout 2 from the Trilogy set on Vista, and I cannot travel a single block without 5 or 6 encounters. I don't think the Trilogy has a worldmap file to edit, so I have no idea how to lower the encounter frequency.

Any ideas?

That happens to me all the time because i set my luck at 2. All you have to do it work on your outdoorsman skill and then you could choose which encounters you want to encounter

It has to do with processor speed, not Luck.
