Though Fallout 3 takes place in an entirely new universe from its predecessor, one could argue that it also takes place some 27 years after Fallout 2.

I think they are speaking about Fallout 3 being in a separate universe from Oblivion - they are just really crappy about writing clearly. Also it speaks volumes about how much of a true successor to the Fallout series that Fallout 3 is, since they always seem to compare it first (and some times only) with Oblivion.

One can claim that CW:R is a sequel of Oblivion but moved to a new universe, while it is possible to treat the game as a successor of Fallout series.
