First time out of the vault
I think that from a modding perspective Fallout 3's gameplay has already been completely overhauled. I can't say I've ever used FWE because I have a thing against using huge gameplay overhaul mods, but looking from the description and all the thousands of other mods on the Fallout 3 Nexus, I think the gameplay is down, mods wise.
I've always said that someone should do a huge story and quest overhaul for Fallout 3. I don't have any modding skills at all (most I ever made was half the tutorial vault in the GECK) or I would have started myself already. Same for Skyrim. I firmly believe that Bethesda is entirely incompetent at just about everything they do, except for atmosphere. Fallout 3 feels like a sad, post-apocalyptic hellhole (until you realize you probably have a higher chance of surviving in the Capital Wasteland than you do in a fucking state hospital) and I think that anyone willing to overhaul Fallout 3's story should preserve that feeling.
That said, I also think Fallout 3's setting and story need to be completely redone. Completely. No Brotherhood of Steel just for the sake of having Brotherhood of Steel. I was going to say no Enclave for the same reason, but in retrospect the Enclave should have a secret base in the capital city of the US. But their motives should be different than in base Fallout 3, instead of being a straight copy of Fallout 2. I'm not sure what yet, as I'm only throwing out ideas for the setting and haven't given much thought to story yet.
This brings me to the rest of the Capital Wasteland. Let's take Megaton, for instance. Megaton is one of the biggest - and only - centres of civilization for several miles, and yet it has no farms, hell, no methods of food acquisition at all. Its militia consists of two men (the sniper and Jericho) and a cosplaying cowboy. Rivet City and Tenpenny Tower have their own guards, why doesn't Megaton? And where do Rivet City and Tenpenny Tower get their food from?
Also, where did Alistair Tenpenny amass his wealth from? Why or how did he leave the British Isles? Why can't you ask him about any of this? Unanswered questions like this abound in Fallout 3. Any sort of project to overhaul the writing for this game is going to take a long, long time.
I realize I'm ranting a bit now, so I'll end with one last, most asked thing: the year. 200 years and the place is still an irradiated, bombed out ruin? Here we have two roads we can go down; one, we set it early enough after the war (2090s maybe?) and keep the original style of the game, or keep the year 2277 and clear the place up a bit. I much prefer the former.
And I really like Akratus' idea. Voice acting has RPGs by the balls, especially its writers. It will be odd, but I'm sure we could make it work.
As I said above I have no modding skills, but if you're really serious about this, I'd love to help in any way I can. That includes doing my best to learn how to write/edit quests. It's not much, I know, but I'd love to see this project come to fruition.
