Of course this would open up interesting possibilities for interesting mechanics. Co-op survival that is. But I doubt survival and action combat work well or make any sense even.
Survival in a wasteland "puzzle game" would make more sense, where you travel with a companion and divide the supplies you have to carry between the two of you and your skill sets supplement each other. Example: to cross a river you'd need to coordinate your actions to manipulate the environment for desired results.
Combat should be deadly as fuck and avoided if possible (the PARPG guys were working on a system like that before the team fell apart).
In combat situations instead of a classical action shoot-up one of the players might act as bait while another one stands ready with a trap to incapacitate the beast attacking you. Something like that. Hard to make fun for two players, though. Perhaps it could work with a well-written NPC companion with strong AI..
