This is just a short concept about a new Fallout.
    Background
It's the year 2250 and Los Angeles is under Enclave control, small colonies such as the Followers of the apocalypse and The Great Khans have positioned them selves in areas around L.A.
The Brotherhood of Steel are positioned at the Hollywood sign. (one of the l's in the hollywood sign is destroyed and the town is commonly refered to as Holy-Wood)
The BoS and Enclave are at war and the Enclave are losing control of Holy-Wood.
The player has to chose who to support and who to battle against.

    Soooo, what do you think

LA in the Fallout world is known as 'the Boneyard' not 'Holy Wood' and would be under NCR control in 2250 according to New Vegas.

A game set around LA could work but the plot you propose makes about as much sense as Fallout 3's did.

Well I have only played fallout 3 and new vegas. The plot was more of a fan fiction style thing.
But overall I think a 3D remake of 'the boneyard' (I assume it is from an older 2D fallout) would look nice

    I doubt that.

Besides, not much is left in the Boneyard anyway. Big portion of the city is just a radioactive hole with metal skeletons of buildings. Another portion that wasn't hit so hard is under NCR control, and it is one of the states of theirs, named Angel's Boneyard.

In addition, Enclave was pretty much wiped out by 2250, with some portions of it remaining - definitely could not match the NCR. Not to mention that Enclave didn't go that far south from Navarro (at least, not in big numbers).

I understand you want to make fan fiction, and that is okay, but you should have the right background before making it, at least. I suggest you start with stuff like this, or even better, play the original games.

I think that might be your problem. At least read up on the lore of the previous Fallouts and become familiar with the canon if you are going to do something like this

That's not the whole Boneyard, this is Adytum. :>

Beside this, @first post: That's not a concept, but a minor story draft. Also, it sounds as if you only want to add as much 'cool' Fallout stuff as possible in the area, therefore the Enclave, Khans, Followers, Brotherhood,... while additionally ignoring the established canon for the year 2250.

I wouldn't mind seeing Junktown in a new Fallout, so long as Killian is still around and voiced by Richard Dead Anderson.

Sometimes prequels can be very well done, but no I don't. I just miss Killian...
