I think it would be best that all prisoner's recieve them upon orientation at the prison. BUT, the explosive function is only active when they're outside the main building while inside it has another feature which is basically a low-output sonic ray which disorients the subject taking the fight out of them and when they fight back then the guards pull out the bigger guns (fire arms, C. Regs, and battons.) So to reiterate:

Prison Collars
-Explosive based on proximity
-(exceptions made during Scav. Ops in which case Still Explosive but based on Timer)
-Sonic radio waves which disorient and confuse prisoner.

(If my ideas were too jumbled in the large wall of text, you'll have to excuse me as I'm writing this after a long day.)

To be fair: orientation is different from prisoner to prisoner, it involves at least one of the two things;1.) a shower (The nice and forced kind with de-lice powder) and change of clothes (This only applies to the people who were awake when processing into Sing Sing) and 2.) a face to face meeting with a prison guard and the warden where you're asked a questionare.

This way everyone will know who the warden is.

(Side note: The Warden is a personality program that can be installed on any Protectron or Mister Handy or whatever, this way if an accident happens, the warden cant be deleted, or can he?" And that the current warden is a olive drab and grey MK II Protectron with the words "Maintenance" written in faded gold letters on the back.)

But I am open for suggestion. Also, I nearly pissed myself writing the last post, I had a set outline for how the characters were going to develop and their personalities, thier hopes and dreams but after watching this piece on Nuka Break, I decided that I wanted to make things darker, yes, but slightly into the realm of dark humor between Killgore and Roy. I want them to hate each other but at the same time have an alliance and eventually become friends. But back on my earlier point, while writing this post, I had this idea of a man who cant see the man sitting across from him and another man who now doesn't have to hide behind the social norms of "being nice" or "giving a hell".

How did I do with this last piece?
 
Me think we hurry to open prison yard setting and thus let other characters integrate. The new ppl aren't very deep on intros im guessing
 
After my post last night about Roy I started to brainstorm some more on how Killgore is going to meet everyone and I came to a conclusion: due to a recent influx in inmates the warden is going to do a group orientation in the prison yard with Killgore laying back staying out of the way.
 
Bam something new: I had to do most of the editing by hand because I'm having a huge issue with alien skin licensing right now.

Okay, so now we're going into orientation? Syphon murdered a small-time nick&dime dealer, so therefor, he is in lock down 23/7 while in the "hole".
 
I'm working on a post where Killgore is sitting waiting to head to some meeting with someone and suddenly they tell him that the meeting has been cut short and that it's time for him to head out to the yard for some fresh air.

I've had this idea rattling around in my head for a while that the Bronx Zoo somehow survived the great war and that the animals survived the nuclear fallout and mutated into new horrifying creatures. The creatures bred into new abominations that the wastes have not seen before and that the offspring now wander around the streets of the Bronx. Mutated beasts that feed off each other and the folks that happen to cross thier paths. Creatures like mutated Tigers, yao gui, giant praying mantises, and other bizare things. The location once known as the Bronx in it's hayday is now called "The Zoo" by the locals.

And if by some uncertainty some scavenger wanders into their territory, they will not live to tell the tale of the horror.

The Rad gator's have fled to the sewers. Think of Rad Gator's as Old York's Super mutants.

A small family of Death Claws have traveled to somewhere deep within the City itself, rumored to be living in the subway.
 
I can totally see that, huge mutated gorillas and other monkeys.

[EDIT] Also;

[1.] Need input on further ideas, I had an idea that New York City only had 1 vault in the entire city but several numerous fallout bunkers. This way it can explain the locals. I figured either that this vault would play into the story later on being that it's hidden deep underneath the city and hasn't opened up yet. But there is two ways this can go;

(a.) Innocent People who have no idea what's waiting for them on the outside and ignorant of what's out there

(b.) Whatever Vault-tec was experimenting on in the vault has been breeding and multiplying for over 200 years and is now finally set free.

Input and ideas are welcome and if anyone has any suggestions, go ahead.
 
Although right now, what I really want to discuss is that the story has reached a point that We're now OFFICIALLY in the prison and awaiting to meet each other because it's time to go out to the yard.
 
What's up? I heard Sing Sing Prison Blues was looking for a new player or two. Is that still the case?

If so what's the preferred method of character generation? Are SPECIAL statlines per the Fallout PnP required? I noticed some characters posted have these and some do not.

Also, I got the idea into my head to make the prison's doctor as a character. He'd be someone captured by the Black Bears but kept around rather than sold due to his specialized skills - can't have valuable 'resources' dieing of plague and malnutrition and whatnot. He wouldn't be a prisoner per se, have a degree of freedom of movement around the facility. But at the same time he'd rather not be there and isn't exactly free to leave. Given such a role could have significant effect on the plot theoretically, I thought I'd give a heads up first and see what the Killgore thought of it before cranking the char out.
 
Yes most characters have SPECIAL template sheet, though I opted out but will eventually do that.

Killgore is actually one of the unlucky Northeast resident who is still without power. He sent me a text today and said hopefully power is restored tonight considering its freezing balls out lol.

I doubt he has any restriction on what you want to do or bring to the table, since the players make the story not vice versa.
 
I'm back big update on the way, got like 30 pages of handwritten stuff to transcribe and then I'll add it on.

Biggest update is this;

After much deliberation I have decided that Sing-Sing Prison Blues must belong to a much bigger over arching setting so I have decided that Sing-Sing is merely the name of the tale we're telling write now but the name of the actual story is "Fallout: New Dead City".

Working on a picture of a destroyed sign with the the words, " Welcome to New York City" and having the York part crossed out with red paint saying "Dead". Lastly a skull spraypainted on to.
