Most likely, Publishers have tried to make console MMO's but they never worked right.

Try FOnline:2238, it's a Fallout MMORPG, it's free (you need Fallout 2, though, which you obviously have) and it's awesome.

its only for pc which is pretty angering i play on 360 and ps3 and i want to run the wastelands with friends and pc gets that but we dont.. it kinda sucks but hey what can ya do

Same, I play xbox and only play PC for the old fallouts and Monkey islands but yeh. They have made online only games on 360 as well and depending on Fallout Online gameplay could be like; well it could perhaps work for other consoles?
