I don't think so, personally. The whole thing was too ambitious from the beginning and would have either ended up like this due to them accepting any freak that volunteered or as a more boring iteration of this where they either fill in all that space with nothing at all or with rushed and shitty quests that aren't fun even when they work.

Navarro is smol yet can spread its tentacles across the whole state, them vertibirds travel to New Reno outskirts and up to V13, for one. I think a smaller outpost within a ruined city can be important and influencial enough within Chicago limits. Being an agent of enclave in a little different setting is an opprtunity to tell an interesting story.People make a mountain out of a molehill with that line. The next most significant branch outside of Adams Air Force Base was Navarro, which was why it was ED-E's destination and not the much closer Chicago Outpost. If you recall, Navarro really wasn't that huge, being an outpost in and of itself. If Chicago was only a pitstop on the way to an outpost, I imagine that "outpost" in the city was very, very small.
I agree 100%. Unlike Frontier, I’m actively following the development of Cascadia. I won’t get my hopes up too much, but I will give credit to the writers though, they seem to be well versed in the lore of both the new and original games, and have pretty good concepts in their mod’s lore. I’m also fuckin’ ecstatic that they aren’t gonna go and milk preexisting factions for once. Like I said earlier, the only well-known faction in the mod will be the NCR, which I’m fine with because it takes place in 2329, 50 years after NV so I wouldn’t put it past them to spread up there. Even then they said the NCR are basically just spectators to the plot between the original factions they’ve made. Even the BOS is absent from this mod aside from a nod to them thank GOD. Here’s to hoping.Maybe Cascadia will be good? Can't tell because there is very little footage. They seem to be doing the right things. Like going back to the traditional leveling system in old Fallout and using the classic dialogue system. I wish it is the new vegas of mods but I wouldn't get my hopes up. Fallout miami has cool art direction and looks pretty. But that's about it. The enclave and sole survivor is a turn off for me. It feels like it is made by people that think Fallout is about the wackiness and not the post apocalypse.
