Sort of, but not really. We know the Vault Dweller is male so Natalia is out and looking at the Vault Dweller's Memoirs the personality fits Albert a whole lot more than it does Max. The memoirs actually leave sex ambiguous but it is confirmed elsewhere. So if any of the 3 were canon it would be Albert. But he isn't really the canon PC, nobody is. Out of the 3 defaults sure but who the Vault Dweller was is left mostly ambiguous. So it can be your character that was the Vault Dweller.Also the guy on the website says the canon Fallout 1 character was Albert Cole? Is that true?

Q: What specifically inspired Fallout for you? What were the biggest influences?
A: The game Wasteland was my number one inspiration. I loved the feel of that game. The raiders came directly from Mad Max, while the locations themselves came from good old Southern California. A lot of times we would look at a map and say, �I want Barstow in the game. Oh, let�s make it Necropolis!�
Well, Necropolis for example is based on Bakersfield- but Bakersfield is not where Necropolis is in Fo1. There might as well be something about it in the Fallout bible. I remember that some developers commented it at one point in time.
I do remember one of the Fallout designers, Brian Freyermuth, had mentioned it in interview:

The non numbered locations are mentioned in game or would appear as locations in another Fallout games? If I remember Dayglow was mentioned in FO2.
(Of course the question I want to ask is, Are you (Sduibek) going to restore those in FIXT some day?)

I sure hope not.
Albert was a rubbish character to play as.
I think really it's just saying out of the pre-selected characters, Albert is the most "Canon" and I think it's likely the canon Vault Dwellers isn't any of the premade characters.
Plus, it being Albert doesn't make sense (Albert is a non-combat focused character and it is implied the Vault Dweller fought with the Master and Blasted his way through Mariposa.)
