First time out of the vault
I dumped the command list from fallout.exe to a text file then went through and manually separated the entries. There should be a line between each entry and I've highlighted the ones that I thought sounded interesting. Since it took a long time to go through and separate, I thought others might appreciate it.

This is an object oriented programming language, so you need to have a target! If you want to execute the general commands on yourself type player.command

To execute them on someone or something else (good for bots stuck doing something that wont talk to you) then pull down the console and click on the object. If its name isn't at the top of the screen then scroll up with the mousewheel until it is. Then you just type the command.

Resurrect is also cool. I think I'm going to drag like 10 enclave into megaton and resurrect them to see what happens.

[spoiler:d6cbd44d5e] In the republic of Dave, I believe there is no way to open the ballot box. His key does not open it and none of the NPCs seem to have dialog that allows it to open. I simply opened the console, clicked the box, and typed UnLock. The box was unlocked! This also works on terminals and doors.[/spoiler:d6cbd44d5e]

Also there's one request I have if you figure anything out looking at this:

[spoiler:d6cbd44d5e]I got the giant ass robot Liberty Prime alive and he walked into a railing on the edge of the bridge. I can't figure out a way to remove the railing completely (as his path takes him through it), edit his path to make him turn around, or just move him like 10 feet. Let me know if you figure this out.[/spoiler:d6cbd44d5e]
 
Update: I figured out how to remove objects blocking NPCs, select the object and type "disable"

The object will completely disappear... you can even vanish whole buildings.
 
Yeah great, you figured out the commands for the oblivion engine that is also in morrowind and oblivion. Terrific.

Sorry it's WAY LATE but the answer is open the console, click the railing, then type disable and hit enter. There's really nothing more specific than that.

Fine, dumbass. Launch Oblivion and pull up your pipboy using the console commands I gave you. It's the SAME ENGINE right?
