FNV effect bug - overused druggist has it rough

I discover a bug recently and this seem to mess me up quite subtly. Loss of permanent Effects as listed in Effect page (pipboy, status, effect), or just purely loss like losing 1 STR from the strength implant. Possibly losing a few barter points as I notice that while disposing of loots.

One of usual battle strategy is to overuse drugs before a major battle. You aim to get the best buff your inventory of loots can provide. I like to read mags to raise skill level, then Stat-buffs like mentats, then AP-buff like Sugar bombs and Rebound, then food and HP-buff. End result is that I have an EFFECT page of over ten different effects.

Normally that wouldnt be a problem. Out of battle the effect run out and it's back to normal.

But I encounter the bug, I dont know at Crashed Vertibird or at Vault 34 Overseer battle, as the two explore actions happen quite near each other. What similar to the two is the addition of Radiation effect. Both as background rad of +1/sec ,

So now I dont know what has been lost, what has not. And modav exp 1 only delevel char, not skill point gained or perk gained during level up.

So my last resort is to, by hand, console command modify all skills down to approriateness of level 1, removeperk all perks gain during levelup, then rewardexp up to current level, regain Sp and perks. Quite possibly two hours work.

Anyone ever experience this bug?

Anyone know a way to prevent it happening?

Anyone know a way to respec character quick and painless?
 
i thought i put in modding, what with its being bug and all, and may require heavy modding to fix that shit.

And I recheck it. EVERY implants get disabled. 6 implants that I shell out the caps for... all puff~ I can setav, of course. But I dont know what else does it affect. Storylined perks? achievement perks?

Is there any way to force a recheck on character so that the game count perks and add effect/stat or something?
