Mutant serum?

Okay so someone just posted something about the serum, who do i talk to to get that quest?

You have to have >80% science or so, go to NCR, talk to the scientist with the robodog. He gives you the quest. Go and use it on the mutant ranger to help you when you kill the rangers (You're evil aren't you? You should be).

Does this thing work on the head guy at the military base? I tried using the serum on the head mutie at the military base, but it didn't work. It works great on Marcus, though. He melted into a lovely puddle of goo.

I use it on some mutant in broken hills that has nothing to do with the game. no one cares, so theres no combat. easy as that.

I always use it on the mutant on level 1 of the millitary base. I think it was in the unpatched version, but I remember being able to get the quest over and over, therefore having an unlimited supply of serum, though only one dose at a time.
