Maybe you need better equipment and skills before getting into fights...here's my strategy:
I map all of northern CA before without getting into any fights. I run through the Temple in Arroyo, anything there is a waste of time because the experience you obtain is nothing compared to the danger of death you face when fighting against even an ant.
I end up in SF stealing money from the shops to buy: books(tanker general store and Lou Chou(sp?)have all the books and they restock every 2 weeks); power armor; a gauss pistol and about 1K rounds for it; and drugs(Mentats/Buffout/healing powder).
I take the drugs, use them, and with the negative effects from the drugs and 20xGuns-N-Bullets plus 30xevery other book, I can raise my skill points in SM.GUNS, FIRST AID, SCIENCE, REPAIR, and OUTDOORSMAN by around 100 each.
It takes some time, but I end up with >$200K, all the equipment I care to stow in Dr. Fung's lockers, and a level 2 hero(those 10exp. per steal add up) who's a deadly shot with a gauss pistol. After that, I kill as many Enclave patrols, deathclaws, aliens, floaters(ACK!) and centaurs as possible.

You need to hit/hold down the 'A' key as you enter an encounter and after every move until you are noticed or get away, whichever comes first(stealth helps). You don't have to fight any random encounters. Come back when you're ready.
