I have some question.
1. Where can I find Ian, Decker and Tycho in Fo2?
2. Where can I find the Slugger?
3. Where can I find Cat's Paw Issue #5?
4. What the heck is Fountain of dreams?

1. Nowhere

2. Talk to father Tully and ask what Mrs Wright tells him in her confesions. Talk to Mrs Wright and tell her that her husband is still making booze. She'll tell you that she'll meet you in front of the church (where father Tully is). She wants you to destroy the stills without hurting her children. Do it and you get the slygger as a reward.

3. Bring 10 issues of cat's paw magazine to miss Kitty in the cat's paw in New Reno and she'll give you nr 5 as a reward.

Where did you run across the Fountain of Dreams reference?

The only one I know of off hand is an old computer game. It was the sequel to Wasteland. Might say they're Fallouts granddaddy.
