I don't go looking for the special encounters, so I've never noticed the problem, but if you're patched to 1.27 or have the editors then you can try this;
Extract the Bos.cam and the campaign.txt from the bos files, I think the campaign.txt is in the entities bos file not sure about the bos.cam. (if you've extracted all the files to use the editor or by using the booster don't forget to back things up before editing them or use the path set up) Bos.cam should go to core\campaigns
and the campaign.txt should go to core\tables.
Open up the campaign.txt and scroll down to the Unique Encounter Mission Definitions, then change the end of one entry to false,
i.e. change
"campaigns/missions/special/missionZ27.mis;mission_name_Z27;20;true;true",
to
"campaigns/missions/special/missionZ27.mis;mission_name_Z27;20;true;false",
Then save the file and open up FT Tools, open the bos.cam in the campaign editor and import the special encounters, (along the top, tools\import special). Then click the special box so that you see the list of special encounters (the map will of turned green) set the grid to 1 1 1, select mission_name_Z27 and place it on the map, turning one square red.
Save the cam file and hopefully that should remove the error (but only in a new game). Don't do it to any encounter where you can recruit an npc, i.e pipboy, riddick etc because you might confuse the campaign triggers.
