full SPECIAL or all stats

Hi, first post here so be gentle :look:

is it possible to do a run of NV and end up with full 10s in all the SPECIAL skills? i mean, i'd assume you'd have to go heavy in Int and End (for fast levels to fill out more and to take on the max number of cybernetic enhancements at the wasteland hospital) but im wondering if you'd have to go for certain perks or whatnot. i found one guide http://moganarchy.blogspot.com/2013/10/how-to-max-out-special-stats-in-fallout.html but it seems pretty reliant on having the lucky shades (not that it's a problem) but i was wondering if anyone had any thoughts on how to do it without (or with i dont really care) relying on chems or clothing to boost stats.

now a harder suggestion: a playthrough in which you take no perks except those that raise your skillpoints, with an attempt to max out everything in the skills section. i'd imagine having to take swift-learner and "Tag!" etc but i was wondering if it would be doable or even fun to be the most straightforward pretty much superhuman.

idk maybe all this because it's late and im tired but it's been something ive been considering trying (after my current playthrough)
 
There is a small error in the guide, it's Lonesome Road the one that gives the extra point to a SPECIAL stat not Dead Money.
 
SPECIAL really doesn't do a lot in New Vegas, except for increase your skills and unlock perks.

A full slate of 10s across the board will get you:
- +30 AP
-+100 carry weight
-10% base critical chance
- +200 HP
- Base Melee Damage of 5
- 55% poison resistance
-18% radiation resistance
-50% faster reload speed
- +50% companion damage and DT (this is pretty much all Charisma does)
-+25 to all skills

Also, FWIW, the guide that suggests abusing the Sierra Madre vending machine exploit to get max agility (you can actually go far beyond max and the holstering animation bugs so you get guns clipping through your body) won't let you qualify for agility perks. So in case you want some of those...

I think the best Min-Max array is 4/5/9/1/5/7/9.

There's no real reason to even have any in perception anyway to be honest except for the perks, which only are helpful in like VATS so they aren't all too helpful in most terms of gameplay. Otherwise it just increases your radar range for enemies, which isn't all too helpful in New Vegas since most paths are rather straightforward making most enemies visible by sight anyway. The only other thing is then speech checks, which aren't mandatory and are really only helpful with Christine and a few rare quests. Seriously, perception is like the infinite dump stat, charisma is more useful because it at least increases a combat stat somewhere and is more useful in speech checks (especially with the early +s to speech and barter)
